Afghanistan Independent Human Rights Commission is deeply
concerns on the increasing civilian causalities and believes
that no reason can justify killing of civilian in military
operations.
The midnight incident of August 22, 2008, in Aziz-Abad
village of Shendan District of Hirat province was the second
tragic incident that happened in highly civilian populated
areas and reportedly killed 78 villagers including women and
children in the course of five weeks. The first incident in
this district happened on July 17, 2008, in which more than
30 civilians were killed and wounded.
Since January 2008 the Afghan independent Human Rights
Commission registered more then nine hundred civilian
causalities as a result of operations conducted by
International forces present in Afghanistan and attacks
launched by the insurgents/ Taliban.
Afghanistan Independent Human Rights Commission today
deployed a special investigation team to investigate
allegations of breach of international humanitarian law and
excessive use of force in to the Aziz-abad village incident
on the 22 August.
AIHRC offers its deep regrets and heartfelt sympathy and
condolence to the bereaved families of those killed and the
injured in the incident, and once again calls on the
government of Afghanistan and international forces for a
full investigation in to the incident that should
subsequently result conduct of criminal investigation in to
the incident. It also calls for necessary measures to be
taken in compliance with International Humanitarian laws in
order to prevent civilian casualties.
