Afghanistan Independent Human Rights Commission

 

Vision:

An inclusive Afghan society where Human Rights are respected, promoted and individuals� rights are protected.

Mission:

Promotion of respect for Human Rights and understanding of Human Rights by the members of society, prevention of Human Rights systematic violation, strengthening the capacity of civil society activists and Human Rights defenders, engagement of law enforcement organs in implementing of Human Rights international rules and standards in Afghanistan.

Goals:

Protection and promotion of Human Rights nationally through:

Protection of Human Rights:

  1. Receiving of complaints and investigating of cases on Human Rights violation, referring of them to relevant judicial organs for reparation and redress,
  2. Monitoring individuals� Human Rights enshrined in the Constitution, and other National laws and international conventions ratified by Afghanistan.
  3. Presenting monitoring reports to Parliament, President and publication of reports for public awareness, and advising the government on promotion and protection of Human Rights,

Promotion of Human Rights:

  1. Carry out Human Rights education and raising public awareness on Human Rights among government staff and other society segments through organizing and conducting of workshops, seminars, round table discussion, conferences and dissemination through media.
  2. Performing of studies on Human Rights thematic issues in Afghanistan to find the root causes of Human Rights violations, and developing future strategies and programs for promotion and protection of Human Rights.

Capacity building and strengthening of organizational structure of AIHRC

  1. Developing and strengthening of Commission staff�s capacity in term of improved admin-finance procedures for possible transparency and accountability.
  2. Raising Commission staff�s knowledge about the law of Afghanistan and international instruments.
  3. Improving the implementation procedures for protection and promotion programs in the Commission.
  4. Raising Commission�s staff capacity to create an atmosphere of cooperation among AIHRC and civil society members and UN organs dealing with human right issues as well as National Human Rights entities.

 

Expected results:

1-      Promotion of AIHRC

  1. Presenting quality Human Rights services
  2. Creating and strengthening of public confidence to the programs and activities of AIHRC,
  3. Strengthening collaboration and cooperation with all stakeholders in the area of Human Rights,
  4. Creating and strengthening of relation with other regional and international Human Rights institutions,

Development and promotion of Human Rights,

  1. Public awareness of their fundamental rights and freedoms.
  2. Institutionalization of Human Rights
  3. Promotion of culture of peace, tolerance, coexistence and respect to Human Rights, and replacing of culture of war and violence by the culture of peace and Human Rights.
  4. Promotion and development of women and children rights,
  5. Focus on corrective measures towards people with disability,
  6. Promotion and improvement of cooperation with civil society, media, NGOs and various categories of people,
  7. Promotion and increasing of mutual programs and activities with parliamentarians and members of provincial councils,
  8. Drawing attention of government and international activists to right-oriented developmental programs, focusing on the fulfillment of those rights stipulated in the Constitution and international conventions.

 

2-Protection of Human Rights

  1. Decrease in the number of cases of Human Rights violations all over the country.
  2. Appling of Human Rights principles and values during arrest, prosecution and investigation,
  3. Decrease in the number of violation during trial and increasing the public�s access to effective referrals and judicial system,
  4. Physical and administrative reforms in detention centers and prisons,
  5. Decrease in the number of unjust and extra-judicial and injustice cases,
  6. Protection and development of civil and political rights of individuals,
  7. Decrease in the number of cases relating to discrimination against minorities and vulnerable groups.
