AIHRC Press Release on the incidents occurred in the
country during last month
Afghanistan Independent Human Rights Commission
expresses its concerns over the incidents happened in
Sheberghan, conflict caused by Kochis in Behsood district
of Wardak province and civilian casualties occurred during
last month and caused human rights violations in different
aspects.
Following its press release on eight Jawza 1386 and
finalized report prepared by its delegation sent to
Sheberghan, the AIHRC calls on the government of Islamic
Republic of Afghanistan to implement justice about the
incident that took place in Sheberghan on Jawza, 7.
The AIHRC believes that ensuring of security, safety and
peoples right to life is the basic and main obligations of
the government, and asks the government to implement the law
and justice on the perpetrators who killed and injured many
of our countrymen in the Sheberghan occurrence.
Afghanistan Independent Human Rights Commission also calls
for the enforcement of law and dispensation of justice in
solving the existing problems between Kochis and the people
of Behsood district. Based on article 14 of the
constitution, the government of Islamic Republic of
Afghanistan is obligated to promote the living condition and
housing of Kochis and should take serious measures so as to
prevent the reoccurrence of conflicts and disputes between
them. The government of Islamic Republic of Afghanistan is
also responsible to provide security to the people of
central regions and protect their properties.
The AIHRC believes that timely handling of such incidents by
the government and solving political and civil problems in
the country and putting end to such conflicts could prevent
any incidents such as Sheberghan happenings and conflict in
Behsood district, Wardak province and help ensure stability
and security in the country.
Afghanistan Independent Human Rights Commission asks
international forces positioned in Afghanistan to regulate
and coordinate their assistance with Afghanistan security
forces (ANA, NP and NSD) during their military operation so
as to prevent innocent civilian casualties. The AIHRC also
asks them to comply with internationally recognized war laws
and respect civil population during their military
operation.
Lack of
legal prosecution and lack of implementation of
constitutional justice in such cases and incidences could
potentially spark off and increase insecurities and violence
and provide the ground for outbreak of unpredictable
incidents, and undermine the rule of law, civil and
political freedom and the public support of democratization
and political reconstruction process in Afghanistan.
